A replacement instrument cluster displays the mileage stored inside it, which is usually the figure from the vehicle it came out of. Your car does not lose its history, but the dashboard now shows someone else’s. Recalibration writes your vehicle genuine figure back across every module that stores it.
Because the number is not stored in the car. It is stored in the cluster.
An instrument cluster is a small computer with its own memory, and the running total of distance travelled lives in that memory. Unplug it and the figure goes with it. Plug in a different one and the figure that arrives is whatever the donor vehicle had covered when the unit was removed.
This catches people out because the dashboard feels like a window onto the car rather than a component of it. It is not. Replacing a cluster is closer to swapping the memory card in a camera than changing a light bulb, and the reading it displays afterwards belongs to the part, not to the vehicle.
The same is true, to varying degrees, of the other modules that mirror the value. Which is why the fix is rarely as simple as one write to one unit.
Almost always for a reason that has nothing to do with mileage:
None of these are anyone doing anything wrong. They are the ordinary failure modes of fifteen-year-old electronics, and fitting a good used cluster is often the sensible economic choice on a car that is otherwise sound. What is missing is the final step.
The three routes behave differently, and the difference matters more than the price does.

No, and this is where a lot of half-finished jobs come from.
Manufacturers mirror the mileage deliberately. On most BMWs the value also lives in the CAS or FEM module, the engine ECU and the key transponders. Mercedes-Benz keeps a copy in the EZS or EIS ignition module. Volkswagen Group cars typically mirror to the engine ECU and the immobiliser. Ford and Vauxhall commonly use the body control module.
The purpose of that redundancy is exactly to make single-module tampering visible. So a cluster-only change gives you a dashboard that looks right and a vehicle that reads inconsistently to the next diagnostic tool plugged into it – including the one at the main dealer, and the one used by a trade history check.
A proper recalibration reads every store, establishes the supported figure, writes it consistently and then re-reads to confirm. If a quote does not describe that, it is describing something else.
Yes. Correcting an inaccurate reading caused by a repair or a component replacement is legitimate, documented work. What UK law regulates is the use of a false reading to mislead a buyer – that is a misleading action under the Consumer Protection from Unfair Trading Regulations 2008, and it is a criminal offence.
The distinction is intent and direction. A recalibration after a cluster swap moves the reading towards the truth. Clocking moves it away from the truth to make a car look less used before a sale. The technical operation may be similar; the legal position could not be more different.

Immediately after the cluster is fitted, and definitely before the next MOT.
The mileage recorded at every MOT since 2005 sits on the public GOV.UK record. If your car goes to test displaying a donor cluster figure, that figure is entered into a permanent, publicly searchable history – and every future buyer, insurer and trade check sees a step in the data with no explanation attached to it.
Do the recalibration first and the record simply continues sensibly. Do it afterwards and you spend the next several years explaining an anomaly that took ten minutes to create.
